THE PRESIDENT’S ROAL CORNER
Greetings to all. There have been a lot of discussions at the National level of ROAL regarding the future. Lori Ivy & I are both on the Strategic Planning Committee. We will have a discussion to decide the future direction of ROAL for the Dept. of Texas at the Department Convention, Nov. 5-7 at Naval Air Station at Carswell Joint Reserve Base in Ft. Worth. (Details below)
One potential resolution being proposed is to disband all state departments and keep the local clubs.
Your opinion / feedback on the following topics is imperative:
1. Should we disband the Dept. of Texas?
2. Do Dallas, Houston, and Permian Basin want to remain as clubs?
3. What is each club doing as a group in support of military families?
4. If the "club" is not doing a "project", what is each member doing in support of military families?
5. Are you willing to submit information & photographs to National to be posted on the ROAL website and be recognized and inspire others?

MINUTES -DEPARTMENT OF TEXAS ROAL
25 April 2009 Convention
Houston Hobby Marriott Hotel
President Cheryl Carathers called meeting to order at 11:07 a.m. Members present: Houston Club; Sue Ellen Bannon, Antoinette Hobokan, Carolyn Hockley, Ann Paré. Dallas Club: Cheryl Carathers, Mary Fairbain, Mary Lou Gough, and Bementa Ingalls. Permian Basin Club was not represented at the convention.
The Invocation was given by Chaplain Bementa Ingalls. Bementa also gave the Memorial Service for Toni Malins who passed away in February, 2009. Mrs. Malins joined ROAL in 1968 and rose from local to state and became National president from June 1975 to June 1976.
The 2008 Minutes were approved as printed in the last Department Newsletter.
Treasurer's Report was given by Carolyn Hockley. She reported that we have a balance of $2,990.68 and 58 members in Texas (21 are LIFE Members). A motion was made by Ann Paré to approve the Treasurer report; seconded by Bementa Ingalls; approved.
2009-2010 Budget was presented by Carolyn Hockley (Based on last year‟s budget and the actual expenditures). A donation toward the Defense Education Fund was re-inserted into the Budget for $100. Budget was accepted with this correction as proposed.
Audit Committee (Sue Ellen Bannon and Antoinette Hobokan) approved the Treasurer‟s books
Unfinished Business:
Cheryl Carathers, President, stated that she had made two quilt squares that National requested from each Department. The squares will be made into a quilt honoring ROAL's 60th Anniversary. Also in celebrating the anniversary Carolyn Hockley moved that we send $60 to National. Seconded by Ann Paré; approved.
Carolyn Hockley, Treasurer, stated that our EIN tax number was submitted to ROAL National for inclusion in their application for a Group Tax Exemption 501(c) (4) Non-profit Organization status. This will allow individual tax exemption for donations.
New Business:
Carolyn Hockley informed us that the Bank of America had notified her that they no longer wanted to support our type of small business/non-profit account. A motion was made by Bementa Ingalls that Carolyn try to find a new bank that will not charge a service fee. Seconded by Ann Paré. Motion approved.
Mary Lou Gough (representing the Department of Texas ROAL) reported on the discussion between Toni Malins‟ family about Toni‟s vast collection of ROAL history, books, & documents. It was decided that Mary Lou would ask that the family send only a minimum of items to us, because the Department and/or National has no place to store or display this collection.
Nominating Committee and Elections:
The Nominating Committee was represented by all members present. There was a discussion of combining some offices. It was decided to combine the Vice President and Treasurer positions. Nominated as our new slate of officers:
President Cheryl Carathers – Dallas Club
VP/Treasurer Ann Paré – Houston Club
Secretary Sue Ellen Bannon – Houston Club
Chaplain Bementa Ingalls – Dallas Club
The slate of officers for 2009-2010 were accepted and elected by a vote of acclamation. The new officers were sworn in at the evening banquet.
Meeting recessed for the Awards Luncheon.
Afternoon Session: In the afternoon session we had as our guest, Roula Marin, wife of the new Department of Texas, ROA President.
Two proposed Amendments to the ROAL National Bylaws were discussed:
I. ROAL-Texas proposed changing the number of Area Directors from eight to four directors. This was proposed because it is hard to find Area Directors and that some departments have little or no activity. The members would be divided into geographic areas, Northeastern, Southeastern, Middle America, and Western. All present were in favor of this proposed Amendment. ROAL-Texas endorses this amendment to be voted on at the ROAL National Convention.
II. Piedmont Club, South Carolina proposed changing the way our dues are sent to National. We now send our combined Department and National dues to the Department Treasurer. National dues are then forwarded to ROAL National; Dept dues are retained. The proposal is that members send all Club, Department and Nation dues directly to ROAL National. The National Secretary will forward the funds and list of memberships paid to the National Treasurer. The National Treasurer will remit funds back to the Department Treasurers. The National Headquarters Secretary shall notify all members of their expiration date. The Department of Texas voted not to support this amendment and Texas delegates to the 2009 National Convention in Orlando FL were instructed to vote against this proposal.
It was decided there would be no Raffle at this Convention as our Treasury has remained the same for the past 12 months.
Ann Paré and Mary Lou Gough (and any other attendee) will be our delegates to the ROAL National Convention on 8 to 11 July 2009 in Orlando, Florida.
